Just wanted to share my experience with Pune RTO while applying IDP , not through agent.
Before applying for IDP I did some R&D about the process in google and found one useful (below) link, process was detailed clearly in the link :

So thought of following the process given in the link and collected & filled all the necessary documents and reached Pune RTO.
I Found one guy for Medical certificate just for 30/- , felt little happy for clearing medical check-up :).
Then approached the officer (who signs / confirms for IDP) with all the docs.
As my passport is from Hyd and DL is from Pune and he asked me to go to collector office and make affidavit for the address proof.
I stay in a Rented house, so went to the collector office with latest power bill and rent agreement , but they denied that they want some other proofs as well which I do not have.
So told the same thing to that RTO officer , he said he cant do anything without any affidavit.
Finally I realized to approach an agent for IDP , he asked for 6500/- and paid the same.
In no meantime of 2 days, I have got my IDP.
This is how things works out in India.
